Using Hola extension and surfing from Ukraine, you can get The Witcher 3 by 13€ on the official website of GOG. I mean, you install Hola! (best done on an alternative to your browser, the cookies and such). You select Ukraine country.
Than you enter on GOG.com, log in and add the Witcher to the basket, and when is the moment to pay with paypal, you can log off from Hola, and only when you log off you can proceed to last step on payment.
Do this steps by your own risk.
